Why not leave it to the State (most probably nevada) to decide on what “drug testing” they will apply…im sure they are the one knows best…and to be fair on both sides…so that there will be no more excuses!

that’s a good idea..and that is what manny has been pointing about. but chicken floyd doesn’t want to fight pacquiao at this level. and this random drug testing (chicken floyd style ;-)) is the best way to avoid his very first knockout loss.
