How Do You Get Rid of Shady People Selling Candy for a “Youth Program”?

Question by Paul: How do you get rid of shady people selling candy for a “youth program”?
For about the last month I’ve noticed a group of people trying to sell candy in front of a bookstore. They don’t look like they are from this area, as we are a suburb of a major city. This is also in a more wealthy part of town. It is supposedly fund raising for some type of youth ministry, but it just doesn’t add up. When I walked up they over enthusiastically approached me and started reading and pointing to this letter they had. There is also a big meth problem in this area too. The bottom line is, I believe they have bad intentions and people are unknowingly supporting criminal acts out of charity.
Is there anything that can be done? Does the store have rights to the sidewalk right in front of the store? Will the police look into this?
