ALBANS — Nearly two dozen people were evacuated, and officials spent much of the night cleaning up after police said they found methamphetamine-making chemicals Tuesday at an apartment in downtown St. Albans and residue from labs or substances at two other sites, one in St. Albans and the other in Georgia.
