Does Anyone Know How to Report the Misuse or Abuse of Government Vehicles?

There is a “Go Army” car that is constantly in my neighborhood, it speeds on the roads, runs stop signs and is used to make personal errands (no recruiting!). These are my tax dollars hard at work. It doesn’t seem right. I have the license number.
