No because if they were then the same reasoning could be used to ban spoons. Heroin addicts “cook” their fix in common spoons and they aren’t banned. Meth labs use saucepans and other common kitchen implements to make their drugs.

All those implements aren’t banned. A case could be made that a bong has no other use other than for drugs, but it is merely an implement and could be owned as a collectors item etc. After all, bongs aren’t sold with the drugs in them!! : /
