From the sounds of it, an health service administrator processes patients in a hospital or medical facility. They do the office work and handle the business end of things.

One website puts it this way…

“Whether you run an entire facility or a specific department, you’ll create and implement policy and procedures, hire and supervise staff, control finances, order supplies, and coordinate your plans and activities with those of other health care managers.” 1

Another one says the following…

“HOSPITAL AND HEALTH SERVICES ADMINISTRATORS are responsible for overall management of health services centers. Following policies set by a governing board of trustees, administrators plan, organize, direct, control or coordinate medical and health services in hospitals, out-patient clinics, convalescent hospitals, drug-abuse treatment centers and similar long-term care facilities.” 2
