Neighbor Raising a Crack Addicts Baby…..?

My Upstairs neighbor has a grandchild that she is raising that was born at 1 pound and addicted to drugs. This Boy is now aproximately 10 (I’m guessing)
He attends a public school, in a handicapped program of some sort and rides a single bus by himself with a bus aide and driver.
When he is home it sounds like a animal lives upstairs, he is yelling, screaming like he is possessed , he doesn’t follow the simplest rules, he is not allowed to play outdoors, and is kept inside 24/7.
His bed time isn’t until 10pm even on school nights, and he is often up past then screaming and running around.
I have asked this woman if he is on ritalin or anything else that could help to calm him. She says it isn’t necessary! OMG!
it is beyond necessary.
I am in NY State, and I’m wondering, if there is anything I can do outside of Moving to get this child some help. Or should I say get some help for Us so that we can have a decent existence and some much needed peace and quiet?

yeah sure boy is messed up from drugs so give him more drugs….

just move.
