A man’s plan to place a drug rehabilitation center on the grounds of a western Nevada County ranch is drawing opposition from neighbors. Larry Holt, a Newark, Calif., resident purchased in December the 70-acre Elster Ranch off the 20000 block of McCourtney Road in western Nevada County.
