Is There a Way to Find Out How Many Times a Person Has Been Int a Drug Rehab?

I am trying to get custody of my little brother, my mother has used and abused drugs for the past 40+ years, she has been in and out of prison and rehabs, I was wondering if there is a way to find out how many times she has been in rehabs, to prove that she has been unsuccessful with recovery.
