How Is Determined Which Drugs Are Outlawed?

Question by Marcus Stevens: How is determined which drugs are outlawed?
I’ve always wondered this. I smoke cigarettes and recently the FDA was given the power to regulate tobacco and so the first thing they did was ban any flavored cigarettes except menthols, and I just don’t understand how they determine what should be a legal drug and what shouldn’t be. Is it based on addiction habits, contents, etc, or do they just decide that something should be illegal because they can make like that? Is it because of side effects that can cause severe mental changes and instability like cocaine and heroine?
