It would depend on the given neurotransmitter in question. Some drugs mimic a given neurotransmitter and may stimulate a given neural center by hyperstimulation of a certain receptor. Others may block the receptor and suppress its activation. Others may act by inhibiting the presynaptic reuptake of a given neurotransmitter, so that the synaptic concentration is thereby increased. Some work by a combination of the above and sometimes we don’t know how it’s affected.
