Can I Officially Certify Someone in Something?

What I mean is:
Can I give someone a qualification and just say “Here is a certificate. You are now XYZ qualified. You can now go and teach people the programme.”

Are there perhaps any legalities? Or perhaps governing bodies that have to authorise it?
