Crack, easily. It induces violence and it cheaper than heroin. Crack can destroy a family and community within weeks.

Heroin users are very benign due to the nature of the drug. Both are hard to quit, but crack is nearly impossible to stop using.

The average number of attempts to stop using heroin is seven, the last I heard, before success. Then, most heroin addicts become alcoholics.
