Advil and Ice as Prescription Drugs?

Can advil and ice be seen as a “prescription drug”? The reason Im asking is because I went to the hospital when I pulled a muscle (long story dont ask). The doctor looked at my legged and said I was fine and told me to put ice on it and take advil if I was still in pain the next day. What I dont understand is when the bill came and I was billed for two prescription drugs. The names werent listed in the hospital bill but my discharge papers just say ice and advil. Could the hospital be ripping me off? Or could hospitals now-a-days just write down whatever and list them as prescribed drugs and get away with it?
