I heard on my local weather channel here that parts of northern Wisconsin are getting a “Lake Effect snow warning”. What causes lake effect snow and why do the cities near the great lakes get it?

What you call “lake effect” snow in the USA is called, advection snow, elsewhere. It comes especially during the fall when the water is warmer than the surrounding air. As wind blows the mild and moist air from the water over the cold land, it condenses into tiny droplets of fog, then into snow if the temperature is below freezing point. Hence you can also get “advection fog” or “lake effect fog” as you would call it.

Note that the requirement is that there is some onshore wind. I live in Norway, near the Oslo fjord and we often have “advection fog” or “advection snow” during the fall. One interesting point is that it may be some very light snow even when, above it the sky is blue. When the sun shines on the tiny ice crystals coming slowly down as snow, it is very nice and pleasant.
