Question by : why do people use the phrase “drugs and alcohol”?
Alcohol is a very powerful drug (that kills ~80,000 people each year in the US alone, way more than all illicit drugs combined) and anyone that considers alcohol as somehow separate from “drugs” is ignorant. Based on death counts, I think alcohol should be illegal and heroin (and all other illicit drugs) should be legal.

While semantically incorrect, it is common usage because it makes an important distinction. Alcohol is legal, but the term “drugs” usually refers to illegal drugs. Illegal drugs and alcohol are not the same thing.
