Can a Judge (Municipal,Juvenile,Etc.) With Multiple Counts of D.U.I. or Convicted of Cocaine Abuse …..?

Can a Judge wiht multiple counts of Alcohol and or Drug convictions continue to judge and sentence people in the a court of Law. To curse or down grade someone before the entire court .My fiance was pulled over for a liscence plate ight in the middle of the day(?)she was charged for driving without a license. Ordered to pay restitution, get license,SR22 and fines .and warned her not to be seen in her court again or she will serve 6 months in jail. she was stopped again (same county-speeding) The judge called her out would’nt let my fianc’e speak.Sentenced her to 6 months without even checking to see if she had her liscence. My fianc’e does not drink or do drugs.Only infractions she ever had with the law was driving without a liscence.We had all the paperwork proving she did but the judge would not ackowledge. Is there no recourse can a Judge get drunk and or high and continue to judge and sentence someone while currently in rehabilitation or serving thier sentance?What can we do? OH
