Started in the early 1900’s with individual states, the Federal Act that was the start of marijuana control was passed by Congress in 1937 ……. “1937 Marijuana Tax Act” which sought to control its use through taxes…..parts of this act were found to be in violation of the Fifth Amendment and thus was replaced by the Controlled Substances Act as Title II of the Comprehensive Drug Abuse Prevention and Control Act of 1970[9], The 1937 Act was repealed by the 1970 Act.

The reason for its control included arguements that cannabis caused “murder, insanity and death”
although today we know this is not true.
