My Friend Suffering Drug Abuse in Inner-City Birmingham UK 2008?

I have a friend who wont accept he has a problem with drug addiction, he lives in a small grotty council flat in inner-city birmingham, the flat is rife with crime and drugs, but he wont do himself any favours by leaving it, he says its his home and he wont go into re-hab and his drug doses seem to be increasing how can I help him?
