Four decades after President Richard Nixon declared a “war on drugs,” the White House on Tuesday announced a shift in national drug policy that would treat illegal drug use more as a public health issue and plunge more resources into prevention and treatment.

WASHINGTON — U.S. drug czar Gil Kerlikowske hit the publicity trail Wednesday to promote the Obama administration’s new National Drug Control Strategy, a five-year plan to reduce drug use that already has disappointed some who had hoped for a bolder shift toward prevention and treatment.
