It could be both. Of course they are not forced to do drugs, but if that’s what they see everyone else doing, it’s probably a lot easier to fall into the trap as well. Not only do a lot of inner city people watch others do/sell drugs and commit crimes, they begin to see this as a way of life. This makes it a lot easier for them to do the same thing. Keep in mind that it’s not just inner cities with these problems. They make it seem like this in the media, but it happens everywhere else as well.
