and the target population is teens between the ages of 13-18. My prevention strategy I chose is primary prevention. The solution I suggested was a mandatory class in school for teens between these ages on the dangers of substance abuse. The part I need help with is.

Social policies are continually evolving due to several factors. The first being medical advancements and research and the second key factor, social acceptance. These factors will always vary based upon who you talk to.

Your solution of a mandatory course for teens would fall into this second factor I mentioned. There would be those who would favor this and there would be others who would argue that just the teaching of such encourages youths to experiment. Just consider the ongoing debate on sex education in the class room.
