This study by the English Board of Health is just stupid.
Cannabis is not as addictive as Amphetamine

Methylphenidate (Ritalin) is not physically more harmful for you than Ecstasy

and LSD, GHB and Anabolic steroids are not less harmful than Cannabis and Alcohol.
